Marshall Islands Launches Pioneering UBI Scheme Featuring Cryptocurrency Payouts

This Pacific archipelago has introduced a national universal basic income (UBI) initiative that offers regular disbursements via cryptocurrency, alongside conventional options. Experts describe it as the pioneering program of its kind in the world.

Program Details: Regular Payments and Multiple Payment Methods

Under the program, all eligible residents are entitled to disbursements every three months of approximately $200. This effort is designed to ease financial strain on households. The first instalments were distributed in late November, with recipients having the choice their preferred method for the funds: via direct deposit, by cheque, or in digital form via a official blockchain wallet.

"We the government are committed to ensuring everyone benefits," stated a senior finance official. "This amount per citizen each quarter, which is about $800 a year, does not compel you to leave employment … but it’s a significant boost for people."

Financing the Program: A Multi-Billion Dollar Trust Fund

The UBI scheme is financed by a dedicated endowment created as part of a deal with the United States. The endowment contains over $1.3bn in assets, with additional commitments of $500m planned through 2027. Part of the aim involves providing compensation for historical weapons tests carried out in the islands.

A Digital First: Distributed Ledger Technology for Remote Islands

The digital currency option uses a digital token pegged to the American dollar. Officials developed this to solve the practical difficulty of distributing money across hundreds of isolated atolls. "We saw the potential in what the blockchain has to offer," noted the finance official.

Distributed ledger technology is best known as the underpinning for bitcoin, but it can also be used for traditional assets like government bonds, which underpin this initiative.

Challenges and Uptake: Connectivity and Infrastructure

Yet, specialists warn that blockchain transfers alone do not guarantee financial inclusion. In a country where internet connectivity is unreliable and frequently disrupted, fundamental services remains a prerequisite. "Improving internet coverage, improving device ownership – such elements are the minimum for a digital economy," an expert commented.

Early figures show the majority of citizens prefer conventional channels. About 60% of the initial disbursements were deposited into bank accounts, with the rest taken as physical checks. Only a small number – roughly a dozen people – have signed up for the cryptocurrency option so far.

On-the-Ground Effect: Addressing Priorities

Administrators working on the rollout have traveled to outer islands to register people. Reports indicate a lot of people used the money right away for basic needs like groceries. Others used the payment for community celebrations coinciding with a national festival.

"You can tell people are pleased, because on the streets, there’s so much traffic, as if a major event is going on," said a finance manager.

Previous Initiatives and Potential Challenges

This is not the first time the Marshall Islands has explored cryptocurrency. A previous proposal to launch a sovereign cryptocurrency was eventually halted after cautions from international bodies.

Global analysts have flagged that while the blockchain approach is novel, it presents significant risks, including financial, regulatory, and image-related concerns, particularly if governance is lacking.

The success of this experiment remains hard to predict. "Universal income schemes are rare, especially nationwide, and there are few examples that merge this fiscal architecture with a digital delivery component in a remote nation," noted a political analyst.

Nevertheless, the initiative may present advantages for geographically dispersed island nations. "Where traditional financial services are sparse, a blockchain option may lower frictions and make transfers more accessible, especially for outer atolls," she added.
