Ukrainian President Volodymyr Zelensky Asserts Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that European allies have not given him solid assurances that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he told reporters on Wednesday.

His comments come a day after the UK and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to end the invasion, was reported to have abstained from signing such a commitment at discussions held in the French capital on the previous day.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some 30 countries that form the so-called Coalition of the Willing, British PM Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron later said thousands of troops may be deployed.

Allies proposed that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the declaration made in the city of Paris.

Russian President Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

Zelensky hailed that agreement as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I see the will, the political will, and that the partners are ready, and the partners are ready to give us strong sanctions, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"However, until we don't have such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue remains unresolved. And should they materialize, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also significant due to the presence of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the allies "mostly completed" their work on agreeing security protocols.

Recently, Zelensky said a settlement was "90% ready".

Territorial concessions and security guarantees have been at the forefront of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

Zelensky has so far ruled out relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.

Russian forces now holds about 75% of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukraine has hit back at objectives inside Russia with unmanned aerial vehicles, albeit with varying degrees of effectiveness.
